Dr. Sylvester C. Michelfelder, of Toledo, Ohio, formerly acting director of the Division, has become chairman of a staff committee directing material aid work. Northam, an accountant by profession, was with the British Ministry of Food during the war, later becoming supply assistant to UNRRA in London.
