Joseph T. O’Callahan, of Cambridge, Mass. The first Navy chaplain ever to receive the honor, Chaplain O’Callahan was cited for bravery amid fire, incessant explosions and suffocating smoke as he aided crewmen of the USS Franklin when it was stricken off Kobe, Japan, last March.
