WARRENTON, Va. -- Former Florida Gov. LeRoy Collins (center), director of the
Community Relations Service established by the Civil Rights Act, presides at
a session during a four-day consultation at Warrenton, Va., where some 150
Protestant, Roman Catholic and Jewish clergy and laymen discussed ways to
implement the Civil Rights Act and the new anti-poverty program. Sharing the
speakers’ table are Dr. Robert W. Spike (right), executive director of the
National Council of Churches’ Commission on Religion and Race, and Dr. J.
Oscar Lee, associate director of the NCC commission. The consultation was
sponsored by the NCC, the National Catholic Welfare Conference and the
