Text transcribed from caption: PC-46294 PRESIDENT FORD GRANTS PARDONS WASHINGTON, D.C. -- President Ford gives pens to members of his clemency board after signing papers granting full pardons to eight civilians convicted for their resistance to the Vietnam war and giving conditional clemency to 10 others who will receive full pardons after completing periods of alternative service. From left are: Gen. Lewis W. Walt, former Marine Corps commandant; Charles E. Goodell, chairman of the clemency board; and Vernon E. Jordan, Jr., head of the Urban League. Mr. Ford was acting on the first recommendations from the nine-member clemency board established on Sept. 16. The board has received 770 applications for clemency from persons already convicted and punished for desertion or draft evasion. Names of those given pardons were not released. Brezhnev sign a tentative agreement limiting the numbers of all offensive strategic nuclear weapons and delivery vehicles through 1985. Looking on during the summit meeting Vladivostok are, from left: Secretary of State Henry Kissinger, Soviet Foreign Minister Andrei Gromyko, Soviet Ambassador to the U.S. Anatoly Dobrynin, and two unidentified officials. The arm control agreement was termed a “breakthrough” by Secretary Kissinger. He said the accord, which includes specific numbers for each side, would be subject to further negotiations in Geneva next year on technical questions. KING ADDRESS ALC CONVENTION DETROIT -- At top, President Gerald Ford addresses delegates attending the seventh general convention of the American Lutheran Church in Detroit. After receiving an enthusiastic welcome as he entered the convention hall, President Ford said he was moved by their convention theme, Ministering to a Hungry World, and commended the ALC for its work in preparing for the bicentennial. Seated among the platform guests were Dr. Fredrik Schoitz, ALC president emeritus, and his wife. Below, Dr. Martin Luther King, Sr. (right) is warmly greeted by delegates after speaking to the convention. Dr. King, who is pastor of Atlanta’s Ebenezer Baptist Church, said he felt no bitterness towards those who killed his wife and son. “I do not hate the man (James Earl Ray) seeking a new trial in Tennessee who supposedly took the life of my dear son," he told the delegates. “I don’t hate the man (Wayne Chenault) who came by…to get me and took the life of my wife. Text transcribed from caption: PCJ-46009 WHITE HOUSE WELCOME WASHINGTON, D.C. -- President Ford welcomed Premier Yitzhak Rabin of Israel to the White House with a strong public pledge that the United States remained “committed to Israel’s survival and security.” At the start of four days of talks about the Middle East and Israeli-American relations, Mr. Rabin, a former ambassador to Washington who was making his first visit to the U.S. as Premier, received full honors -- a 19-gun salute, a military honor guard and several thousand invited guests waving American and Israeli flags on the south lawn of the White House. Text transcribed from caption: PC-45945 FORD SIGNS $25-BILLION SCHOOL BILL WASHINGTON, D.C. -- President Ford signs the new aid to education bill, which provides $25.4-billion for elementary and high schools, during a ceremony at the Department of Health, Education and Welfare Building in Washington. After signing the bill, Mr. Ford expressed disappointment that it did not include provisions for automatically re-evaluating existing court orders on busing. The bill carries a provision restricting the use of busing in desegregation plans. Federal courts, the new law says, cannot order the busing of a child beyond the school closest to his home or the next closest school unless such busing is necessary to protect the constitutional rights of minority children. Text transcribed from caption: PC-45939 URGES LENIENCY FOR DRAFT RESISTERS CHICAGO -- President Gerald Ford, addressing the annual convention of the Veterans of Foreign Wars in Chicago, says he is “on the side of leniency” in dealing with Vietnam War draft resisters and deserters. “In my judgement, these young Americans should have a second chance to contribute their fair share to the rebuilding of peace among ourselves and with all nations,” the new Commander in Chief said in a surprise statement to the VFW. But Mr. Ford did not support unconditional amnesty. He said those accused of what is “loosely described as desertion and draft dodging” should “work their way back” into citizenship.
