- Text transcribed from caption: CONGRESSIONAL MEDAL FOR CHAPLAIN O’CALLAHAN #S-1599 WASHINGTON -- President Truman bestows the nation’s highest award, the Congressional Medal of Honor, on Cmdr. Joseph T. O’Callahan, of Cambridge, Mass. The first Navy chaplain ever to receive the honor, Chaplain O’Callahan was cited for bravery amid fire, incessant explosions and suffocating smoke as he aided crewmen of the USS Franklin when it was stricken off Kobe, Japan, last March.
