On hand for a full slate of business, with much emphasis on racial issues, were 841 commissioners (delegates) of the 3.3 million-member denomination’s highest governing body. Dr. Edler G. Hawkins, Negro clergyman of Bronx, N.Y., was elected moderator -- the first member of his race to become spiritual leader of the Church.
