- Text transcribed from caption: PC-46294 PRESIDENT FORD GRANTS PARDONS WASHINGTON, D.C. -- President Ford gives pens to members of his clemency board after signing papers granting full pardons to eight civilians convicted for their resistance to the Vietnam war and giving conditional clemency to 10 others who will receive full pardons after completing periods of alternative service. From left are: Gen. Lewis W. Walt, former Marine Corps commandant; Charles E. Goodell, chairman of the clemency board; and Vernon E. Jordan, Jr., head of the Urban League. Mr. Ford was acting on the first recommendations from the nine-member clemency board established on Sept. 16. The board has received 770 applications for clemency from persons already convicted and punished for desertion or draft evasion. Names of those given pardons were not released. - Text transcribed from caption: PC-46275 ARMS ACCORD SIGNED VLADIVOSTOK, U.S.S.R. -- President Gerald Ford (left) and Soviet leader Leonid I. Brezhnev sign a tentative agreement limiting the numbers of all offensive strategic nuclear weapons and delivery vehicles through 1985. Looking on during the summit meeting Vladivostok are, from left: Secretary of State Henry Kissinger, Soviet Foreign Minister Andrei Gromyko, Soviet Ambassador to the U.S. Anatoly Dobrynin, and two unidentified officials. The arm control agreement was termed a “breakthrough” by Secretary Kissinger. He said the accord, which includes specific numbers for each side, would be subject to further negotiations in Geneva next year on technical questions. - Text transcribed from caption: PC-45034 GRAHAM PREACHES AT WHITE HOUSE WASHINGTON, D.C. -- President and Mrs. Nixon chat with evangelist Billy Graham and his wife following worship services at the White House. Citing Watergate, the Mid-East war and the energy crisis, Mr. Graham termed 1973 "a very convulsive year.'' "Millions of Americans are confused, discouraged, cynical, frightened and disillusioned,'' he said in his sermon, but, he went on, there is hope in the message of Christmas. It was the 42nd White House worship service since Mr. Nixon took office. Mr. Graham has preached at three of them, including the first one just after the 1969 inauguration, and he shared a platform at another one.
