Description:Attempts to give draft card to NCC: James D. Rubins, 21, a student at Hope College, Holland, Mich., addresses the General Assembly of the National Council of Churches in Detroit. He sought to present his Selective Service card to the delegates, to be held "in trust." Mr. Rubins, a member of the Reformed Church in America, asked the NCC to put "action behind a policy position backing religious obedience and civil disobedience."
