CONSPIRACY AGAINST BLACKS CHARGED
ROCHESTER, N.Y.--Officers of the National Black Lay Catholic
Caucus (NBLCC) confer with local leaders during an executive board

Following a two-day meeting, the NBLCC board issued a statement
charging a conspiracy of Church and state against black people. In
commenting on the charge, Mr. Dulin alluded to what he called coopera-
tion between several prelates in large U.S. cities and the mayors
and police officials in those cities.
