- Text transcribed from caption: C-31442 NAACP LEADER AT CATHOLIC SOCIAL ACTION PARLEY BOSTON -- Roy Wilkins, executive secretary of the National Association for the Advancement of Colored People, is shown as he spoke before the National Catholic Social Action Conference at Boston College. At left are Msgr. George G. Higgins, director of the Social Action Department, National Catholic Welfare Conference, and Bishop Ernest J. Primeau of Manchester, N.H. Passage of the Civil Rights Act was a moral vindication of the "American dream," Mr. Wilkins said.
