Sheil (right), founder and national director of the CYO, presents the third annual Pope Leo XIII medal to G. Howland Shaw, former assistant Secretary of State, for his work in the social field. Shaw is a member of the board of visitors of the parole committee for the National Training School for Boys, Washington, D.C., and vice-president of the National Conference of Juvenile Agencies.
